Tampa Bay homes bring their own planning points: single-storey houses with entry steps, older bungalows and block ranches, and raised homes in surge zones. The state elevator bureau regulates covered lifts here directly.

The short answer

In Tampa Bay, a home lift is planned around three local facts: the state elevator bureau regulates covered elevators directly because neither Hillsborough nor Pinellas is a contracted jurisdiction, about 56 percent of Hillsborough homes are detached houses (many single-storey with entry steps), and Hurricane Helene brought 5 to 7 feet of surge inside Tampa Bay in 2024. A straight stair lift averages about $4,000 installed and most home elevators cost $35,000 to $60,000.

What is different about a home lift in Tampa Bay?

Tampa Bay is outside the High Velocity Hurricane Zone, which covers only Miami-Dade and Broward, so outdoor lifts follow the standard Florida wind rules. Storm surge is the bigger planning point: Hurricane Helene brought 5 to 7 feet of inundation within Tampa Bay in September 2024, and the St. Petersburg tide gauge set a record of 6.31 feet above high tide. FEMA expects a float switch on any elevator that could descend below the base flood elevation.[1][2][3]

Who issues permits in Tampa

  • City of Tampa Construction Services Division: Provides all building permit and inspection services for property development in the City of Tampa, including the building and electrical permits for a home lift.
  • Pinellas County Building and Development: Building permits in unincorporated Pinellas County; St. Petersburg, Clearwater and other cities run their own building departments.
  • Florida DBPR Bureau of Elevator Safety: Regulates covered elevators directly in Hillsborough and Pinellas, such as lifts in shared condo areas ($325 to install a regulated conveyance). Lifts serving only one family residence are not regulated by the bureau.

Tampa Bay homes and the people who live in them

The housing mix is different from South Florida. About 56 percent of Hillsborough homes are detached houses, and about 59 percent of Pinellas homes were built before 1980, so entry steps, porch lifts and short stair lifts come up as often as indoor elevators.

About 27 percent of Pinellas residents are 65 or older, against 16 percent in Hillsborough.[5][6][7]

Frequently asked questions

Do I need a permit for a stair lift in Tampa?

Not from the state, because Florida's elevator law does not cover stair lifts in private residences. We have not found a published Tampa or Pinellas rule, so check with your building department or ask the installer to before fitting.

Do you work in St. Petersburg and Clearwater?

Yes, across Hillsborough and Pinellas, including St. Petersburg, Clearwater, Largo, Brandon and Wesley Chapel.

How should I plan a home elevator in a Tampa Bay flood zone?

Check your zone on FEMA's Flood Map Service Center, keep pumps and controls above the base flood elevation where possible, and fit a float switch if the cab could descend below it.

Is a porch lift or a ramp better for a Tampa bungalow?

For a porch a few feet up, a lift usually takes far less space. Fixr says ramps should rise no more than 1 inch per 12 inches of length, so a 30 inch porch needs about 30 feet of ramp.
